DRAFT TERMS OF REFERENCE

Project title: Strengthening the Central America Network of Centers of Support and Information in Toxicology (REDCIATOX), funded by the UNEP Strategic Approach for International Chemical Management

Duration of assignment: October 2017 – November 2018

Bilingual Spanish and English is required
The REDCIATOX SAICM project, under implementation by the Pan American Health Organization/World Health Organization, aims to strengthen the functions of the Central American Network of Toxicology Information and Support Centers through better synergies, increased capacity and enhanced cooperation in issues related to health in chemical safety issues.
The poisoning control centers, in spanish referred as Center of information and support in toxicology (CIATs), provide information on the diagnosis, treatment and prevention of acute and chronic poisoning, including surveillance for specific chemicals. The project aims to strengthen the services and scope of CIATs in Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panamá, with different activities to be implemented. This includes the organization and use of a virtual platform, in which forum for thematic discussions and outputs will be shared.
Specific themes under development include antidote data base, chemicals data base, case registration system, curriculum development in toxicology, review of clinical protocols, and organization and implementation of on line courses. Current available courses are on pesticides and on mercury. Other themes are under development.
DESCRIPTION OF THE ASSIGNMENT
Develop project evaluation purpose and monitoring tools and plan.
Develop specific tools (guided interviews) and target audience for different aspects of the network, including project progress indicators
Ensure quality control of monitoring and evaluations outputs (e.g. guided interviews, surveys etc.), including by contributing substantively to the design and testing of the tools, followed by data gathering, analysis and dissemination within appropriate sub teams of the project.
Provide project level reports partial with recommendations;
Develop and maintain a database for the project
Maintain a detailed knowledge of all relevant issues impacting his/her field of Monitoring and Evaluation;
Participate in project workshops for data gathering, analysis and sharing
Review monitoring and evaluation system/mechanism, process and procedures of the project and forms and formats for project activities under its various components;
Monitor project progress through virtual platform visits, offer feedback and keep regular communication with related staff;
Attend, participate and provide necessary inputs for preparation of and during project meetings, workshops and trainings;
Serve as focal point for providing inputs on Implementation Progress Reports;
Accomplish others tasks related for preparing, monitoring and evaluation as per the need of project.
REQUIRED COMPETENCIES AND EXPERIENCE
Master’s degree in environmental health related area and at least 3 years of experience in Monitoring and Evaluation
Both written and spoken in English and Spanish is essential.
Fees – based on the professional experience and academic qualifications
The consultant will report to the Project Manager, coordinator and team.
