ILO CALL: Mid-term Evaluation of FPRW Project in Brazil (Deadline extended until April 7th)

Dear Colleagues,


The ILO Regional Office for Latin America and the Caribbean, on behalf of the ILO Evaluation Office (EVAL), is looking for an evaluation team (one international lead consultant and one national consultant) to carry out the mid-term evaluation of the Promotion and Compliance with Fundamental Principles and Rights at Work Project in Brazil. The Project - the result of the Cooperation Agreement signed between the Public Ministry of Labor of Brazil and the ILO Office in Brazil - aims to provide a strategic, programmatic and management framework for the implementation of joint actions to promote the effective observance of the Fundamental Principles and Rights at Work, in particular the fight against slave labor and the eradication of child labor.


Candidates may apply individually for each position or as a team.


Interested candidates should provide the following information:

  1. A technical proposal describing methodological adaptations for a mixed scenario combining remote interviews and field visits to the locations indicated in Table 2. In case face to face primary data collection is not feasible in isolated localities, the support of local consultants may be required (ILO could facilitate contacts). The technical proposal should specify the limitations and potential of each adaptation and the set of virtual tools that could be used to ensure quality data collection and the minimum connectivity considerations that would make them feasible (to be completed by lead consultant only);
  2. A statement describing how consultant's skills, knowledge and experience are relevant to the qualifications required for this position;
  3. Curriculum vitae indicating previous evaluations that are relevant to the context and purpose of the evaluation, specifying the role performed by the consultant, and the names of two references (including contact information);  
  4. A financial proposal including the daily rate in USD and working days required per member;
  5. A statement confirming that the consultant has not been involved in the Project or in a personal relationship with ILO officials involved in the project; and  
  6. A statement of consultant's availability on the dates indicated.
