Background

Angola has a long-term strategy to guide its national development actions, known as Long-Term Strategy (LTS) "Angola 2025", currently being implemented through the National Development Plan (NDP) 2013-2017, which is in its final year of implementation and has already had a preliminary evaluation. ?The Government is reviewing this strategy and extending the Vision to 2050, with a view to incorporating the Sustainable Development Goals (SDG) and seeking the integration of the national goals with the Global Development Agenda 2030 and the African Agenda 2063, as well as the new challenges that the country will have to face until 2050.

The Angolan Government expects the National Development Plan 2018-2022 (NDP 2018-2022) to be a key tool to guide the national development in the country’s priority areas, with a focus on economic diversification and improving the Human Assets and Economic Vulnerability indexes, and thus create the conditions for the successful implementation of the National Smooth Transition Strategy towards a Middle-Income Country[1].

Objective

The overall objective of this consultancy is to support the Ministry of Planning and Territorial Development (MPDT) in the development of the NDP 2018-2022 that can be easily monitored including the integration of the Sustainable Development Goals (SDGs) and both the Human Assets and Economic Vulnerability Criteria to enable achievement of the national goals, the Global Agenda 2030, the African Agenda 2063 and pave the way for the successful implementation of a Smooth Transition Strategy into Middle-Income Country status.?

Angola is scheduled to graduate from the category of Least Developed Countries (LDCs) in 2021, based only the income criterion.?The LDC Graduation has three criteria: Income, Human Assets and Economic Vulnerability.? Angola reached the income criterion because it had a level of income that was double the threshold needed for graduation.?However, the country still faces major challenges in reaching the Human Assets and Economic Vulnerability Criteria.

Duties and Responsibilities

Expected Result:

Angola's National Development Plan 2018-2022 aligned with the Sustainable Development Goals (SDGs) and the objectives of the Medium-Income Smooth Transition Strategy based on Human Assets and Economic Vulnerability criteria.

Expected Deliverables:

  • In consultation with MPDT and UNDP, develop a work plan;
  • Critical review of the National Development Plan 2012-2017, identifying existing gaps and areas for improvements;
  • Presentation of the logical framework and methodology for the preparation of the NDP 2018-2022;
  • Proposal of an annotated List of Contents for the NDP 2018-2022;?
  • Presentation of a methodology of logical articulation involving expected results, objectives and respective indicators and targets, policies, programs, actions (projects and activities);?
  • Methodological design of a monitoring and evaluation framework for the National Development Plan 2018-2022;
  • Guidance and supervision, in consultation with the MPDT, in the design and development of an excel based Monitoring and Evaluation tool for the NDP 2018-2022. This Excel tool must include sheets that allow the sectorial Ministries, to fill in the information needed for the process of monitoring and evaluation of the implementation of the NDP 2018-2022;
  • Facilitate dialogues and working meetings with MPDT, Ministerial Departments, National Institute for Statistics (INE), UN Agencies, NGOs, Academia and International Development Partners, as needed to achieve the deliverables;
  • Technical document covering the key areas of the PND 2018-2022 that allows the Government to count with a complete National Development Plan.

Required Skills and Experience

Education:

  • Masters in Economics, Social Sciences or areas related to development.

Experience:

  • Minimum of 10 years of previous experience in working directly with National Development Plans in developing countries;
  • Of which minimum of 10 years of proven work experience in consultancy and dialogue with Government at technical and institutional level, as well as development partners such as the UN, other International Cooperation Partners, NGOs, Private Sector, Academia, etc.;
  • Knowledge of the post 2015 Agenda and the Sustainable Development Goals (SDGs);
  • Knowledge about Graduation processes from LDC to MIC highly desirable.

Language Requirements:  

  • Portuguese, highly recommended; English, written and spoken;  Spanish (desirable )

Evaluation:

Interested individuals must submit the following documents/information to demonstrate their qualifications:  

A Proposal: 

  • Explanaing why they are the most suitable for the work;
  • provide a brief methodology on how they will apprach and conduct the work;
  • Financial proposal   

Applicants will be screened against qualifications and competencies specified in this TOR through a desk review or an interview process. Those selected for the next stage of the selection process will be reviewed based on the cumulative analysis through a combination of the Technical (70%) and Financial Scores (30%).  Only candidates obtaining 70 points out of 100 in the technical review/evaluation will be considered for the financial evaluation.

Obtainable socres: 

  • Proven ability in  National Development Plans in developing countries: 30 points;
  • Proven work experience in consultancy and dialogue with Government at technical and institutional level, as well as development partners such as the UN, other International Cooperation Partners, NGOs, Private Sector, Academia, etc.: 25 points
  • proven ability and Knowledge of the post 2015 Agenda and the Sustainable Development Goals (SDGs).: 30 points
  • proven ability and Knowledge about Graduation processes from LDC to MIC highly desirable:  10 points
  • Logical, coherent foundation and presentation of the work approach methodology :  5 points

The technical/methodological section of the proposal, should detail the main technical/methodological tasks to be developed to achieve the objective, the expected result and deliverables of this ToR.

The Financial Proposal should provide a lump sum cost in USD that includes daily fees, travel costs and living allowances.  Submission of a Financial Proposal is mandatory.

Payment

Lump sum payment based on deliverables.

The amount to be paid for this consultancy will be based on the consultant's experience, and the compliance with the consultancy requirements mentioned in section III of these terms of reference. Payments will be made as follows:

  • 15% upon the development of a work plan approved by the MPDT and UNDP.
  • 35% upon completion of expected deliverables 2-7 approved by the MPDT and UNDP.
  • 50% upon presentation of Technical document covering the key areas of the PND 2018-2022 that allows the Government to count with a complete National Development Plan, approved by the MPDT and UNDP.
