The UN Refugee Agency Its Evaluation Service (ES) envisions a future where the use of evaluative evidence is normal and habitual in designing, targeting and delivering strategies, policies, and programmes that provide protection, assistance and solutions to refugees, internally displaced, stateless persons and other persons of concern.
The Evaluation Service has recently invited qualified suppliers, manufacturers and service providers to apply for a series of Frame Agreement(s) for the provision of evaluation services for UNHCR. It is particularly keen to attract proposals from a range of potential suppliers – small and large; with diverse teams and strongly grounded and contextualized evaluation experience and skills. It welcomes proposals from companies, or commercial arms of academic institutions / non-governmental organizations located in any country.
The Frame Agreement(s) are likely to be awarded for an initial period of three years, potentially extendable for a further period of one plus one years – i.e. five years in total. The agreements will cover three different types of evaluation; the first to cover Strategic and Thematic Evaluations; the second to undertake Country Strategy Evaluations; and the third covering Emergency Response Evaluations.
It is likely that the big evaluation organisations and firms will be actively looking to strengthen their network of evaluators to cover multiple countries and specialist areas in anticipation of applying for these framework agreements (deadline 23rd November 2021).
