Position Summary:

The Pan American Development Foundation (PADF) seeks a Monitoring,

Evaluation and Learning (MEL) Director for a forthcoming USG-funded project

focused on combating labor exploitation and forced labor in Brazil. This multiyear,

multi-faceted project will work closely with local partners to implement

prosecution, protection, and prevention activities to combat forced labor,

promote industry adherence to Brazilian and international labor standards and

to support significant research. The Brazil-based MEL Director will lead the

establishment of monitoring and evaluation processes to measure program

effectiveness and inform the design and implementation of evidence-based

interventions including project baseline, mid-term and final assessments. The

MEL director will also play substantive role in supporting the design and

execution of rigorous prevalence surveys focused on forced labor in Brazil.

Major duties and responsibilities include:

Lead development of the MEL plan and relevant capacities across of a

team of experts, advisors, partners, and staff

Design, develop and deploy tools, protocols and procedures for data

collection and performance monitoring, as well as baseline, midline, and

endline assessments, as needed

Collaborate closely with Principal Investigator and Research partners in

design and execution of Forced Labor Prevalence Survey instruments

Develop systems to establish, document, and monitor benchmarks,

performance goals and indicators across program activities

Support grantees in designing program log frames, indicators, and data

collection methods, monitoring field-level grantee activities and training

grantees in monitoring and evaluation (M&E)

Coordinate MEL activities according to the approved plan and in

consultation with State Department and key stakeholders, including data

quality assessments and mid-term and final assessments

Oversee an iterative cycle of learning practices, including multiple

feedback loops, modules, pause and reflect sessions, and collaborative


Lead high-quality report preparation, capturing results of key activities

and indicators to ensure that information is complete and verified for

timely submission to the donor

Travel to areas of intervention within Brazil and to PADF headquarters in

Washington as needed and as international public health conditions


Perform other duties as required.

Education, Experience and Other Qualifications:

Eight (8) years of experience in the implementation of MEL systems for

programs financed by the United States Government. Experience with

Trafficking in Persons projects strongly preferred

Four (4) years of experience in the development or implementation of

MEL plans, preferably with substantial research component

Experience developing and managing MEL plans and data collection

systems from program startup to closeout

Experience managing performance indicator tracking tables, writing

reports, and documenting lessons learned

Experience deploying MEL tools and providing training and technical

assistance to program staff and local organizations

Skills in qualitative and quantitative research methods, MS Excel, Word,

and PowerPoint, experience with data analysis program, such as SPSS

or SAS, preferred

Experience integrating cross-cutting considerations, such as gender and

marginalized groups, into MEL systems preferred.

Fluency in spoken and written Portuguese, English proficiency preferred

Degree in a relevant field, higher-level preferred
