The CLEAR (Regional Centers for Learning on Evaluation and Results) is inviting expressions of interest (EOIs) to host a CLEAR Center in Brazil
CLEAR's goal is to contribute to strengthening the monitoring and evaluation (M&E) and performance management (PM) capacity of client countries. CLEAR is supporting competitively selected academic institutions to provide M&E capacity development services in the regions in which they are based. So far, the program has established five centers located at the University of Witwatersrand in South Africa, the Centre Africain D'etudes Superieures en Gestion (CESAG) in Senegal, the Centro de Investigacion y Docencia Economicas (CIDE) in Mexico, the Abdul Latif Jameel Poverty Action Lab (JPAL) at the Institute for Financial Management and Research (IFMR) in India, and the Asia Pacific Finance and Development (AFDC) Center in China. Plans for Brazil
There has been strong interest from academic institutions, think tanks, and networks in Brazil to participate in CLEAR. Given this interest, CLEAR's Board (donors contributing to the program) has decided to extend the program to Brazil. The Inter-American Development Bank (IDB) will provide the selected institution with an initial grant of $100,000. It is expected that financial support from CLEAR and other sources will continue and potentially expand in the second and third years of operation (as has been the case with other CLEAR centers). A variety of funding opportunities will be explored, with funding levels over time expected to be linked to the selected institution’s overall performance. As with the other centers, the selected institution will be supported by CLEAR to establish capacity development programs in specific technical areas, for example, Impact Evaluation, Performance-Based Budgeting, and Rapid Evaluations that CLEAR has developed in collaboration with leading experts. Additionally, the program will foster collaboration between CIDE in Mexico and the selected Brazilian institution.
The CLEAR Center in Brazil will be selected through a two-stage process. First, a selection committee will review the EOIs, short-list applicants, and invite them to present full proposals to the selection committee. The second stage of the selection process will include site visits to the short-listed institutions. We expect to complete the selection process by the end of November, 2013.
