Project: Settlement, WASH and Non-Food Assistance (SWAN) for Venezuelan Migrants in Brazil

Location: Roraima, Amazonas, Bahia, Mato Grosso, Minas Gerais, Paraná, Rio Grande do Sul, Santa Catarina (implementation areas)

Project Short Intro:

The SWAN program is an initiative aligned with the strategy of the Brazilian Government and the international community for alleviating the plight of Venezuelan migrants who have entered Brazil because of the devastating economic and social conditions in Venezuela. The program runs for twelve (12) months and its scope of activities spans four USAID OFDA sectors: 1. Economic Recovery and Market Systems, 2. Logistics Support, 3. Shelter and Settlements, and 4. WASH. These include six subsectors: 1. New Livelihoods Development, 2. Transport (Air/Land/Sea), 3. Settlements, 4. Shelter and Settlements Non-Food Items, 5. Hygiene Promotion, and 6. WASH Non-Food items.  

Although the program activities have been implemented in the cities of Manaus, Salvador, Belo Horizonte, Curitiba, Porto Alegre and Boa Vista, other geographic areas have been identified during the program implementation.  

 

The project is looking for an external consultant to:

  • To assess the achievement of the project in relation to its objectives and goals—at all result levels;
  • To assess the extent to which the different outcomes/benefits arising from the project are likely to continue after activities have been completed; and
  • To assess the prevailing conditions of the beneficiary population at the culmination of the program based on the needs that the program aimed to respond.
